image) and apply Filter > Blur > Radial Blur... (try 15)
- Select History Brush Tool and
remove filter effect from eye and face area only

- Create copy of background (Layer >
Duplicate Layer... and click OK)
- Apply Filter > Blur > Radial
Blur...
- Use Eraser Tool to remove filter
effect from eye area
File > Revert and repeat
In layer palette click on eye icon to hide
background, and see the work of your eraser tool on duplicated layer |

- Apply Filter > Blur > Motion
Blur...
- Click on Add layer mask button
- Use soft Brush Tool to paint inside
with black foreground
File > Revert and repeat |
